Bloom Vale Senior Living Facility (Facility Number 345920078) was the subject of two unannounced complaint investigations conducted by the California Department of Social Services Community Care Licensing Division. The first visit, on July 31 2024, addressed three allegations: a sewer malfunction in the kitchen, non‑adherence to the facility’s pet policy, and a laundry room with exposed electrical wires. The evaluator, Talwinder Bains, performed record reviews, observed the premises, and interviewed residents and staff. All three allegations were determined to be unfounded; the kitchen leak had been repaired, the pet policy had been followed, and the laundry area was clean and free of exposed wiring.

The second investigation, carried out on November 7 2024, focused on staff conduct and supervision. Allegations claimed that staff failed to treat residents with dignity, spoke inappropriately, and did not provide adequate care or supervision. Interviews with five residents and four staff members, along with a comprehensive facility tour, revealed no evidence of disrespect, inappropriate language, or supervisory deficiencies. Accordingly, the dignity and speaking allegations were again found unfounded. The supervision allegation was deemed unsubstantiated—indicating that while the department could not establish a preponderance of evidence to confirm wrongdoing, it could not entirely rule it out either. The facility’s staffing levels, care plans, and documentation practices were reviewed and found to be adequate.

Across both investigations, a consistent pattern emerges: the facility’s responses to complaints have been thorough, and the evidence gathered consistently refutes the allegations. The only exception is a single unsubstantiated claim regarding supervision, which suggests a need for continued vigilance in ensuring consistent oversight. Nevertheless, the overall record reflects a facility that largely complies with regulatory requirements, maintains safe and clean environments, and upholds the dignity and privacy of its residents.

Blossom Vale Assisted Living Facility does not keep its word or honor contracts. We agreed to $500 for level one care. They raised it to $600, waved it to $500 then increased it to $700 All in 3 months. They have not reimbursed us. They did not return phone calls to rectify billing., They still owe us for overpayment. When she moved they did not say we owed any money yet charged full rent the following month after she moved and did not refund it all. What a rip off. They did not clean the room for so long that the toilet is black, Kleenex is all over the floor and her chair, newspapers and trash is all over. After complaining they removed styrofoam to go containers and that was it. Her sheets were dirty. It was hard to walk around which is a falling hazard for a senior and a health hazard with dirty Kleenex and trash. Their common areas are not regularly vacuumed as the walkways were dirty upstairs on my last three visits.What do you like most about living here? Answer: The food Are there enough caregivers to handle the residents' needs, especially during emergencies? Answer: No Are the common areas pleasant and comfortable for socializing or relaxing? Answer: Yes How would you rate the quality and variety of the meals? (1-5) Answer: 3 Are special diets handled well? Answer: No Is the dining schedule flexible enough to meet your preferences? Answer: Yes. They changed their rates, waved the increase and then two months later increased it even higher! Would you recommend this community to others looking for senior living options? Answer: No way. Is there anything you wish you knew before moving in? Answer: They did not keep the room clean and they don't return phone calls so you cannot resolve issues.
