Inspection Report Summary for Joyful Living
Adair Loving Care, a six‑bed licensed facility located at 23665 Cremaña in Laguna Hills, has undergone a series of unannounced annual inspections from 2021 through 2025. The first two visits, conducted in July 2021 and June 2022, noted that the facility remained unoccupied due to ongoing renovations and the absence of residents. The licensing program analysts (LPA) observed proper posting of required information, adherence to infection‑control guidelines, and the submission of an approved COVID‑19 mitigation plan. No deficiencies were cited, and the facility’s annual fees were current. In both instances, administrators were reminded to notify the Department before accepting new residents.
A July 2024 inspection confirmed that the facility was still closed to residents and was actively expanding its footprint. The LPA noted that the garage had been converted into a bedroom, a change that was being coordinated with the Fire Authority. The facility was still under renovation, and the administrator was instructed to submit updated personnel reports and an administrator certificate. As in previous visits, no compliance issues were identified, and the administrator was reminded to inform the Department when the facility is ready to admit residents.
The July 2025 inspection marked the first instance of Adair Loving Care operating with residents. Five residents were present, including two receiving hospice services. The LPA confirmed that the facility remained within its licensed capacity, maintained adequate food supplies, and kept medication in a locked, centrally stored cabinet inaccessible to residents. Bathrooms were equipped with non‑skid mats, grab bars, and maintained a hot‑water temperature of 118.7 °F, with all necessary hygiene supplies available. The facility’s physical plant, safety measures, and medication management were found to be compliant with state regulations, and no deficiencies were reported.
Across four annual visits, a clear pattern emerges: the facility has maintained strict compliance with licensing requirements, carefully followed infection‑control and safety protocols, and progressed from an empty, renovating property to a fully operational home that meets capacity and safety standards. The Department’s documentation reflects consistent oversight and a cooperative relationship with the facility’s administrators, ensuring that Adair Loving Care remains prepared for continued operation in the future.
