LA Marea Senior Living, a 740‑type residential care facility located at 5592 El Camino Real, Carlsbad, began its licensing process in early 2021 under Administrator Launa Cornell. A brief office visit on 10 February 2021 confirmed that the facility met the requirements for Title 22 and that the applicant had understood the key components of the licensing program. The following month, a virtual pre‑licensing inspection on 30 March 2021 evaluated the physical plant, staffing, and documentation; all conditions were found to be in compliance, and the licensing program analyst noted that the facility was approved to house 125 residents, including 15 bedridden clients, pending final review by the application bureau.

Over the next year the facility continued to demonstrate compliance. An unannounced required‑one‑year visit on 15 April 2022 found no deficiencies in personnel clearance, infection‑control protocols, or facility conditions. The analyst provided the licensee with appeal rights and confirmed that all staff possessed the necessary clearances and certifications. Throughout this period the administrative leadership remained stable, with Launa Cornell overseeing operations.

A significant change occurred in January 2024 when Interim Executive Director Becca Black reported an incident involving Resident #1, who eloped from the facility on 13 January 2024. An unannounced case‑management visit on 24 January 2024 uncovered two deficiencies: (1) a failure to ensure that staff, specifically the employee who allowed the resident to leave, possessed adequate knowledge of the resident’s cognitive limitations, and (2) the absence of a written absentee‑notification plan required by California Code of Regulations, Title 22. The incident highlighted gaps in staff training, timely reporting, and policy implementation. Plans of correction were jointly developed with the licensee to address these deficiencies, and the facility’s administrative team, now led by Daryl Ann C Robinson, has been directed to implement the corrective actions by the due dates specified in the notice.
