Inspection Report Summary for Oakdale Heights
Oakdale Heights of Redding (Facility No. 455002786) is a 740‑type residential program located at 101 Quartz Hill Rd, Redding, CA, with a licensed capacity of 85 residents. The California Department of Social Services (CCLD) has visited the facility on several occasions for licensing, post‑licensing, and annual compliance inspections, as well as to investigate a specific complaint regarding a scabies outbreak.
During the pre‑licensing visit on April 5, 2022, Licensing Program Analyst Misty Valencia confirmed that the facility met all statutory requirements, including proper physical plant, food service, staff qualifications, and safety equipment. A subsequent post‑licensing visit on May 11, 2022 echoed these findings, noting that rooms were fully furnished, bathrooms were equipped, and fire and medical safety devices were operational. Both visits concluded with no deficiencies cited, allowing the facility to proceed toward licensure.
Annual inspections conducted in February 6, 2024 and April 13, 2023, both unannounced, also reported no health, safety, or resident‑rights violations. The February inspection highlighted a laundry room that remained unlocked, raising a minor concern about chemical accessibility, but otherwise the facility was clean, well‑maintained, and compliant with resident‑room and activity‑room requirements. The April inspection found the facility to be in good repair, with adequate staff training, medication management, and resident care. In each case, the facility’s operations appeared to satisfy regulatory standards, and no corrective actions were requested.
The July 16, 2024 complaint investigation determined the allegation of an scabies outbreak at Oakdale Heights to be unfounded. The evaluator clarified that the outbreak had occurred at a different licensed facility, and that the Illness and Prevention Program Operation was adequate. No deficiencies were noted, and the report was delivered to the Administrator. Across all visits, Oakdale Heights has consistently demonstrated compliance, with the sole recurring issue being the unlocked laundry area noted in the 2024 inspection. Overall, the facility’s record shows a pattern of adherence to safety, health, and care standards, with limited areas for improvement.
