A separate complaint, received on August 31 2022, accused Oakmont of providing insufficient food to residents. The same investigator toured the kitchen, interviewed staff, and reviewed inventory records. Although the facility did have sufficient quantities of perishable and non‑perishable items on hand, staff noted that substitutions and shortages of items such as coffee, tea, and condiments occurred occasionally. The evidence did not prove a regulatory violation, so the allegation of inadequate food was also deemed unsubstantiated.

In contrast, the investigation that focused on the quality of the food served revealed clear deficiencies. Multiple expired or beyond‑best‑by items—including horseradish, Buffalo sandwich sauce, and blood orange concentrate—were found in the kitchen’s refrigerated and frozen storage. The facility’s documentation indicated that such items had been used and served to residents, posing a potential health risk. Under Title 22, Division 6, Chapter 8 of the California Code of Regulations, the evaluator cited the facility for failing to maintain food of good quality and provided a plan of corrections with a due date of September 15 2022. The violation was substantiated, and Oakmont was required to conduct a full audit and provide proof of compliance by the deadline.

Across these investigations, Oakmont demonstrated compliance with its theft and loss protocols but revealed lapses in food safety and quality management. The substantiated food‑service deficiency highlights the need for stronger inventory controls and labeling practices to ensure resident safety and regulatory adherence.
