Inspection Report Summary for Serenity Villas
Serenity Villa, located at 228 Iron Drive in Vista, California, was subject to three unannounced, annual required inspections in 2021, 2023 and 2024. In each visit, the California Department of Social Services Community Care Licensing (CCLD) licensing program analysts conducted tours of the single‑story residence, reviewed resident and staff files, and verified that the facility met all applicable Title 22, Division 6 regulations. The administrator, Shanel Pronovost, consistently met with the analysts and received copies of the reports, signing acknowledgment forms that confirmed receipt and understanding of licensing appeal rights.
The 12 December 2021 inspection emphasized COVID‑19 mitigation. The analyst reviewed the facility’s Plan for Epidemic Outbreak (LIC808) and confirmed that universal entry screening, visitor sign‑in, hand‑hygiene stations, staff face coverings, PPE supplies and a designated visitation area were all in place. No deficiencies were noted and the facility was deemed fully compliant with infection‑control requirements.
During the 11 December 2023 inspection the analyst focused on general facility conditions. All resident bedrooms and bathrooms met furniture and safety standards; smoke detectors, carbon monoxide alarms and fire extinguishers were operational. Cleaning supplies and sharp items were locked and inaccessible to residents, and medications were stored safely. Food supplies were sufficient and staff numbers were adequate to supervise the five residents present. No Title 22 or Division 6 violations were cited.
The 17 December 2024 visit, while largely repeating the same checks, noted a reduced resident census of four and three staff bedrooms. The analyst examined the facility’s fire‑and‑emergency drill logs, confirming a recent drill on 18 November 2024, and verified that all resident and staff files, including training and health screenings, remained current. Once again, the report recorded no citations and the facility was found to be in compliance with all regulatory requirements.

Frequently Asked Questions
Several government programs offer financial assistance for senior housing in various countries, focusing on the United States for a broad overview:
- Medicaid: Medicaid is a state and federally funded program that can cover the costs of nursing home care for those who meet eligibility criteria, including income and asset limits. Some states also offer Medicaid waivers that help pay for home and community-based services to prevent or delay nursing home placement.
- Medicare: Medicare, primarily a health insurance program for people aged 65 and over, does not cover long-term housing costs. However, it can cover short-term stays in a skilled nursing facility under specific conditions following a hospital stay.
- Section 202 Supportive Housing for the Elderly Program: This program provides housing for low-income seniors. It offers rental assistance and access to supportive services, such as cleaning, cooking, and transportation.
- Low-Income Housing Tax Credit (LIHTC) Properties: While not a direct subsidy, LIHTC encourages developers to create affordable housing. Seniors with low incomes can find reduced-rent apartments through this program.
- State and Local Programs: Many states, counties, and cities offer their own programs to assist seniors with housing costs. These can include property tax relief programs, rental assistance programs, and programs that offer affordable senior housing options.
- Veterans Affairs (VA): The VA offers several programs for veterans, including the Aid and Attendance benefit, which provides monthly payments to veterans who require the aid of another person, or are housebound, to help cover the cost of care in homes, nursing homes, and assisted living facilities.
- Social Security: While Social Security primarily provides retirement income, for many seniors, these benefits are a crucial part of their budget, including housing costs.
