The inspection of Tuscan Hills Senior Living, a 94‑bed assisted‑living and memory‑care facility in Escondido, was conducted on 6 June 2025 by Licensing Program Analyst Javina George. The visit, announced as a pre‑licensing inspection, began at 09:04 AM and concluded at 11:00 AM. The evaluator met with Executive Director David Alspach and Community Relations Director Sean McGuirk, who guided the tour through all three floors of the multi‑level building. The facility houses a lobby, bistro, library, gym, and kitchen, along with separate resident apartments equipped with grab bars, pull cords, and appropriate lighting. The memory‑care unit on the second floor is locked and includes activity rooms and a courtyard garden. Medication management was observed to be secure, with locked carts and an electronic MAR system, and all staff and resident records were stored in the business office.
Fire safety compliance was confirmed by a delayed‑egress clearance issued by the Escondido Fire Department on 13 May 2025. The evaluator noted required postings, combined smoke and carbon‑monoxide detectors, fully charged fire extinguishers on every floor, and solar panels. The facility maintained a two‑day perishable and seven‑day non‑perishable food supply, with emergency disaster supplies stored on the ground floor. All safety and operational standards were met in accordance with Title 22 Chapter 8, Division 6 of the California Code of Regulations. The facility also completed COMP III orientation on 10 June 2025, reinforcing its readiness for licensure.
No deficiencies were identified during the visit, and the evaluator reported that Tuscan Hills Senior Living was ready for licensure. An exit interview was held, and a copy of this report was provided to Executive Director David Alspach. The evaluator signed the report on 6 June 2025, confirming the facility’s compliance with licensing requirements and the absence of immediate risks to residents or staff.
