The inspection was conducted in response to a complaint about an emergency fire door being propped open and concerns about items stored in closets near the ceiling.

The emergency exit door was found closed upon arrival, with staff educating the individual who was propping it open. No high pile storage was found in the closets and no violations were observed.

The Department completed a complaint investigation of the Assisted Living Facility on 01/31/2024 due to complaints regarding the facility's refusal to accept a resident back after hospital discharge and related resident rights issues.

The investigation found that the facility denied a resident's right to personal choice to leave the facility unsupervised and refused to accept the resident back from the hospital without explanation. The facility later allowed the resident to return after psychiatric evaluation and negotiation with the guardian. Consultation was issued for the initial failed practice which was corrected.

Complaint investigation included allegations that the facility refused to accept a resident back after hospital discharge, resident was missing and uncooperative, sent to emergency room for psychiatric evaluation, and was not allowed to return until evaluation was completed. The complaint numbers referenced are 109857, 110614, and 111529. The investigation concluded with failed provider practice identified and citations written.

All systems worked properly during the power outage. The facility conducted a fire watch immediately and reported no violations at the time of inspection.

An unannounced Fire and Life Safety Code inspection was conducted at El Dorado West Retirement Community by a representative of the Washington State Patrol, State Fire Marshal's Office to determine compliance with all applicable codes.

Several deficiencies were cited including an open conduit in the utility room on the lower level, absence of carbon monoxide alarms in the laundry room where gas appliances are used, and a burnt-out emergency light in the stairwell between the lower level and first floor.
