The initial Component II review on 9 / 8 / 2021 confirmed that the administrator, Elmira Sabyrova, understood Title 22 requirements and that the application was complete. A pre‑licensing visit on 9 / 16 / 2021 found the property fully equipped—six bedrooms, three bathrooms, a functional kitchen and dining area, adequate fire and safety equipment, and an adequate food supply—yielding no citations and a recommendation for licensure.
