Inspection Report Summary for Laguna Senior Apartments
INLAND SENIOR MANOR, a six‑bed residential facility in Menifee, California, has undergone a series of licensing evaluations since its initial application. On February 2, 2023, the licensing analyst conducted a COMP II interview with Administrator Ma Teresa Perez, confirming that she had read and understood all relevant licensing laws, and that the facility’s planned operations, admission policies, staffing requirements, and emergency preparedness met California’s Community Care Facility (RCFE) standards. No deficiencies were noted.
A pre‑licensing inspection on February 28, 2023 found the home fully compliant with safety and health regulations. The analyst observed properly stored medications, functional smoke and carbon‑monoxide detectors, secured cleaning supplies, and adequate lighting and heating. All fire safety equipment was inspected and found in good working order, and the site met Riverside County fire department requirements for ambulatory and non‑ambulatory residents. The facility’s documentation, including medication storage and staff training records, met the required standards.
Annual required inspections on March 5, 2024 and March 24, 2025 reported no deficiencies. On March 5, 2024, the analyst noted the presence of six residents, four ambulatory and two non‑ambulatory, and observed that the hospice waiver and dementia care plan were in place. The facility maintained a two‑day supply of perishable foods and a seven‑day supply of non‑perishables, and all resident rooms had the required bedding, lighting, and furniture. On March 24, 2025, the analyst confirmed that the facility met all documentation requirements, including admission agreements, medical assessments, and employee training records, and that the food service and sanitation practices remained compliant.
In the April 15, 2024 office‑announced visit, licensing officials discussed a resident placement issue with the administrator, who reported collaboration with the Assisted Living Waiver Program for a 1:1 care arrangement until a permanent placement is secured. Throughout the series of inspections, INLAND SENIOR MANOR consistently demonstrated adherence to licensing regulations, maintained adequate staffing and safety measures, and kept accurate resident and staff records. The facility’s ongoing compliance, coupled with timely responses to staffing and placement concerns, suggests a stable operational environment with no immediate risks to resident health or safety.

Some states also offer Medicaid waivers that help pay for home and community-based services to prevent or delay nursing home placement.
