Inspection Report Summary for New World Villas

New World Villa South, a small 740‑type facility in Poway, was subject to a series of unannounced case‑management visits in July 2025. On July 18 the licensing program analyst (LPA) Debbie Correia found that two employees—Staff 2 and Staff 3—had been working nights and Mondays for about five months without a completed criminal‑record‑clearance transfer. The LPA notified the director, Chen Zayden, that neither individual could return to the facility until the transfer was finalized. A Type A deficiency was cited under section 87355, and a civil penalty of $1,000 was assessed. The facility received the written notice and the LPA’s plan of correction, which set an 08/18/2025 deadline for resolution. An amended report was signed on 07/24 to document the deficiency and the facility’s acknowledgement of its appeal rights.

A separate 07/24 visit, also unannounced, was conducted for “Case Management – Other” purposes. During this visit the LPA met with caregiver Allan Bartolome and obtained signatures on amended Community Care Licensing reports. No new deficiencies were identified, and the report notes that the facility received a copy of the assessment and the standard appeal‑rights notice. The same LPA and program manager, Robyn Clark, supervised both visits, and the facility director again acknowledged receipt of the documents.

The pattern that emerges is a focus on ensuring all staff meet the mandatory criminal‑record‑clearance requirements before commencing work. New World Villa South’s only documented lapse was the failure of two staff members to have their clearance status updated, which presented an immediate risk to residents and triggered a civil penalty. The facility’s timely acknowledgment and the provision of a concrete correction plan suggest an awareness of regulatory expectations. No additional care, safety, or compliance violations were reported during the second visit, indicating that aside from the clearance issue, the facility maintained satisfactory standards of operation.
