Inspection Report Summary for Norma J’s Home for the Elderly
The February 2023 investigation at Norma J’s Home for the Elderly, a 740‑type facility in Thousand Oaks, examined complaints that a staff member had inappropriately touched a resident, used disparaging language, and served low‑quality food. Licensing Program Analyst Martha Arroyo conducted an unannounced visit, interviewed the administrator Loretta Tiede, staff member Susana, residents, and reviewed resident records. All interviews and observations indicated that the alleged touchings were incidental and performed only when another staff member was present; the resident denied sexual abuse and did not report any injuries. Staff were found to use affectionate terms such as “honey” or “baby” in an effort to soothe a pain‑ridden resident, not to harass. A kitchen inspection revealed regular grocery shopping and fresh meal preparation. Because the evidence did not substantiate the three allegations, the report was marked Unsubstantiated.
The September 2025 investigation, also led by a Licensing Program Analyst (Zabel Chochian), addressed two new complaints: a resident claimed a staff member forced them to take medication and sexually abused them on separate occasions in January 2025. The evaluator met with caregiver Robin Douglas, Administrator Loretta L. Tiede, and three caregivers, conducting interviews with residents, a family member, and reviewing medication records. Staff reported that the resident had a history of hallucinations and aggression, and that medication was administered under their supervision. The resident did not confirm the alleged forced medication or sexual assault, and no other witnesses corroborated the claims. With insufficient evidence, these allegations were also deemed Unsubstantiated.
Both investigations highlight a pattern of repeated complaints at the same small facility, yet each time investigators found no corroborating evidence. The consistent involvement of Administrator Loretta Tiede and the use of staff members who were never alone with residents suggest adherence to supervisory protocols. The findings underscore the importance of thorough interviews and documentation in evaluating alleged abuse, and they leave the facility’s compliance status unchanged.
