SAPPHIRE ESCONDIDO ESTATES, a six‑bed adult senior group home located at 262 Silvercreek Glen, Escondido, has demonstrated consistent compliance with California’s licensing standards over the past several years. The facility’s administrators—Ali Naghibi (up through 2023) and later Daphne Drapeau (from 2024)—and staff routinely satisfy criminal‑record clearance, health‑screening, and training requirements. In each unannounced annual visit conducted by Department of Social Services Community Care Licensing (CCLD) analysts, the physical plant, medication storage, fire and emergency equipment, and resident care documentation were found to meet all regulatory criteria.

The 29 November 2021 inspection confirmed that the facility’s infection‑control mitigation plan—including disinfection, testing surveillance, and PPE usage—was fully implemented, and no deficiencies were cited. An unannounced case‑management visit on 10 May 2023, prompted by complaint 18‑AS‑20230502105304, uncovered a critical acceptance‑and‑retention deficiency. Resident #1, diagnosed with paranoid schizophrenia, had physically assaulted Resident #2 with a hairbrush, thereby disrupting the resident group and creating a safety risk.
