Inspection History
Inspection Report Summary for Sterling Commons
Sterling Commons, a residential care facility for the elderly located at 17797 Lindero Road, Victorville, California, underwent four unannounced licensing inspections during 2023‑2024. The facility, licensed to house 70 residents, was overseen by Administrator Deborah Staggs and, during the later visits, by Director of Resident Services Shelia Orozco and Director of Community Relations Jennifer Bohner. All inspections were conducted by Community Care Licensing Program Analysts (LPA) from the California Department of Social Services.
The first visit on 1 June 2023 focused on infection control and found the facility in compliance with COVID‑19 mitigation standards. Posted signage, hand‑washing supplies, and a clear symptom‑monitoring plan were all in place, and no residents or staff exhibited symptoms. The second visit on 9 November 2023 was a general health and safety check that similarly revealed no hazards, adequate staff coverage, and sufficient food supplies for all residents. Both visits were signed by the facility representative and noted no deficiencies.
The third and fourth visits—on 10 January 2024 and 6 December 2024—were comprehensive annual inspections. Inspectors reviewed the physical plant, fire safety equipment, medication storage, and records of residents and staff. Temperatures in rooms and bathrooms remained within acceptable ranges, and all fire extinguishers, smoke detectors, and carbon‑monoxide alarms were operational. Staff maintained required certifications and criminal‑record clearances, and medication audits showed proper dispensing practices. No deficiencies were cited in either inspection, and exit interviews confirmed that the facility continued to meet all regulatory requirements.
Across all four reports, a consistent pattern emerges: Sterling Commons demonstrates reliable adherence to health, safety, and licensing standards. The facility maintains adequate staffing, secure medication handling, thorough infection‑control protocols, and an organized physical environment. The repeated absence of deficiencies indicates ongoing compliance and effective management under the oversight of the California Department of Social Services.
