Located in Fullerton, D’Best Care Board and Care is a Residential Care Facility for the Elderly since 2003(RCFE), a licensed assisted living by the State of California, that provide a more intimate and more one and one care for our residents, we assist them in their activities of daily living (ADL), monitor our resident’s condition, their reaction to medication etc. We have Physician (once a month) and Podiatrist that visits (every two months) We also can provide Dementia Care, Hospice care, 24 Hour Care is also available.
D’Best Care accepts residents with memory problem, D’Best Care will work with your physician to create and implement an individualized care plan, that will include program to enhance the physical mental psychological well being of each of our resident.

The California Department of Social Services conducted unannounced, annual inspections of the 306001818 “D’BEST CARE” residential facility in Fullerton across four inspection years. The small home, licensed for six residents and staffed by two or three staff members, consistently maintained basic health‑safety standards while intermittently facing regulatory concerns.
During the 07/27/2021 visit, the Licensing Program Analyst (LPA) Lydia Martinez found the facility compliant with all applicable California Code of Regulations (CCR) requirements. The 08/25/2022 inspection, conducted by LPA Claudia Gutierrez, identified two deficiencies. Centralized medication storage was not locked, posing a safety risk to residents, and the exterior and interior of the property were cluttered and unsanitary, violating CCR 87303(a). Both issues required corrective action within a set deadline. The inspector noted a shortage of personal protective equipment and a 30‑day supply deficiency, prompting a technical advisory. The resident census at that time was four.
The 08/06/2024 inspection by Lydia Martinez reported no deficiencies. The administrator was absent, but the facility’s kitchen, living spaces, and medication storage met all regulatory standards. Locked toxin and sharps areas, adequate food supplies, and functioning fire extinguishers were documented. In the 07/25/2025 visit, LPA Brandon Lopez noted the facility’s renewal application had been submitted and again found the home compliant, with no cited deficiencies.
Overall, the facility demonstrates strong baseline compliance, particularly in COVID‑19 and basic health‑safety practices, but requires attention to medication security and environmental cleanliness, as evidenced by the 2022 deficiencies. Continued monitoring will be necessary to ensure these corrective actions are fully implemented and sustained.
