The California Department of Social Services Community Care Licensing Division conducted a series of unannounced visits to Villas at Stanford Ranch (Facility #342700472) between June 2021 and February 2023. In June 2021, Evaluator Donna Gurriere received a complaint dated 08 April 2020 alleging that staff were failing to meet residents’ needs, provide adequate hydration, and maintain cleanliness of resident rooms. After interviewing the administrator, four staff members, and a sample of residents, and reviewing medical and care plans, the investigation found no evidence sufficient to substantiate the claims. The report concluded that staff performed required duties such as bathing, toileting, medication management, and hydration provision in accordance with the facility’s policies.

A separate June 2021 complaint (filed 12 31 2020) raised the same concern of inadequate resident care. Gurriere interviewed the administrator, three staff members, and three residents, and examined relevant documentation. The findings again were unsubstantiated; staff were reported to have fulfilled the majority of care and supervision tasks, with occasional assistance from residents’ families.

In December 2021, Licensing Program Analyst DeAnna Williams‑Lyons conducted the required annual inspection. The review covered COVID‑19 protocols, safety equipment, and the condition of common and private spaces. No deficiencies or advisories were cited, and the facility’s administrative certificates and safety systems were confirmed operational. The report also noted that the administrator was to submit updated personnel, disaster, and insurance documents by January 2022.

The most recent visit, in December 2022, was a case‑management inspection to enforce an immediate exclusion order. LPA Sabrina Calzada confirmed that employee S1 was removed from contact with clients and prohibited from entering any licensed residential facility. The order was executed on 20 December 2022, and the facility acknowledged receipt of the exclusion directive.

A February 2023 evaluation, though only partially captured in the records, was another unannounced facility assessment. No violations or deficiencies were recorded in the available narrative. Across all visits, Villas at Stanford Ranch consistently demonstrated compliance with regulatory requirements, and the repeated unsubstantiated findings suggest that the concerns raised in the complaints were not supported by evidence during the inspections.
