The agency reported the facility as fully compliant and prepared for license issuance, and the report was signed and provided to the administrator.
The required one‑year inspection conducted on September 25, 2025, again revealed no violations. The same analyst met with interim Administrator Andrea Ramirez, reviewed food storage conditions, temperature controls, medication records, and PPE supplies, and confirmed that the facility’s temperature, sanitation, and fire‑hazard controls remained within regulatory standards. Staff files and resident records were current, and the facility maintained its required email address. As with the pre‑licensing visit, the inspector concluded the property was in compliance and issued a clean report.
A separate complaint investigation, initiated on May 13, 2025 and examined on July 10, 2025, was determined to be unsubstantiated. The allegation that staff had failed to supervise residents, allowing sexual misconduct to occur, was not corroborated by the investigator’s observations or by incident reports. The investigator noted that an incident involving two residents had been reported and properly documented, that no injuries were observed, and that pest and sanitation controls were adequate. No violations of licensing requirements were found, and the investigation closed with a formal unsubstantiated determination.
Overall, the facility demonstrates a consistent pattern of compliance across all inspections. Its environmental, fire, and health‑and‑safety systems remain intact, staffing records are current, and incident reporting processes appear functional. While the complaint investigation highlighted potential concerns, the findings showed no evidence of systemic problems. Cottages of Carmel thus maintains a record of strong adherence to California’s community care licensing standards, and the agency has issued no corrective action or penalties to date.
