Inspection Report Summary for The Palms at La Quinta Senior Living
During a pre‑licensing visit on May 23, 2025, the California Department of Social Services Community Care Licensing Division inspected Palms at La Quinta, a two‑story assisted‑living and memory‑care facility located at 45160 Seely Drive, La Quinta, CA. The inspection was prompted by a change of ownership and a pending application for 120 non‑ambulatory residents. Administrator Roland Gandy accompanied Licensing Program Analyst Armando Perez, and the team reviewed the facility’s readiness to meet all Title 22 licensing requirements following recent fire clearance approval by the Riverside County Office of the Fire Marshall.
The inspector noted that the building’s 72 assisted‑living and 31 memory‑care bedrooms were largely furnished in accordance with state standards—clean mattresses, linens, appropriate furniture, and emergency lighting. Three bedrooms remained empty, and the administrator explained that new residents may bring their own furnishings; the facility will provide items they cannot obtain. All client bathrooms and showers were clean, operational, and equipped with grab bars. The kitchen met the mandated 2‑day perishable and 7‑day non‑perishable food supply standards, and sharp objects were stored in a locked kitchen entrance. Laundry chemicals were secured in locked cabinets, and an activity calendar was available. The vehicle for client transportation was ramp‑accessible, had a 12‑person capacity, and possessed proper safety equipment and registration through October 2025.
Safety and compliance infrastructure appeared robust: fire extinguishers were serviced, smoke detectors and carbon monoxide alarms were operational, and required emergency and rights postings were displayed. Medication and client files were locked in designated rooms. No deficiencies were identified; the facility met all regulatory requirements for licensure. The pre‑licensing inspection concluded without concerns, and Palms at La Quinta was deemed ready for licensure under California Code of Regulations Title 22.
