Palm View Pleasant Living, a 20‑bed residential care facility located at 710 N Church Street in Redlands, has been the subject of several unannounced complaint investigations by the California Department of Social Services Community Care Licensing Division (CCLD). All inspections carried out by evaluators Anna Bueno, Magda Malcore, and Delcie Mucha, and the earlier office‑announced COMP II assessment, concluded with findings of “Unsubstantiated.” The repeated nature of these visits reflects ongoing scrutiny rather than a single incident.
In the spring of 2023, evaluator Anna Bueno reviewed allegations that staff had retaliated against a resident, injected a resident with an unprescribed medication, failed to shower a resident, and treated a resident with disrespect. She also investigated claims that children were providing care to residents. Interviews with staff, residents, and a review of records yielded insufficient evidence to confirm any violations; the findings were therefore unsubstantiated. A subsequent visit in October 2023, led by Magda Malcore, examined an allegation of unlawful eviction following a 30‑day notice issued to a resident on July 18 2023. Although the resident remained on the premises, the evaluator found no evidence of improper eviction procedures. The same evaluator also investigated a 2023 claim that children were assisting residents, again concluding the allegation was unsubstantiated.
The most recent inspection in May 2025 addressed complaints that a resident had developed unexplained sores and that staff had failed to meet the resident’s hygiene needs. Magda Malcore’s review of staff and resident interviews and record documentation again produced no corroborating evidence, resulting in an unsubstantiated determination.
The 2021 facility evaluation, conducted via a COMP II telephone interview with Administrator Khalid, Ambreen, confirmed the facility’s initial capacity of 20 beds but recorded a census of zero at that time. No concerns were identified during that assessment.
Across all investigations, the CCLD has found no preponderance of evidence to substantiate the reported complaints. The facility has not faced regulatory penalties or enforcement actions stemming from these findings, suggesting that while concerns have been raised repeatedly, the evidence necessary to support violations has not been demonstrated.
