Inspection Report Summary for Sisters Assisted Living
Sisters Assisted Living, a 4‑bed capacity facility located at 1006 Durant Street, Modesto, has undergone regular licensing inspections under the California Department of Social Services Community Care Licensing (CCLD). In the post‑licensing and first annual inspections on 10 26 2021, Administrator Karen Fomby welcomed LPA Jason Lund. Both the post‑licensing and the required annual visit noted a clean, well‑lit, and fully compliant environment—adequate lighting, secure storage of toxins and sharp objects, functioning smoke and carbon‑monoxide detectors, and a sufficient supply of perishable and non‑perishable foods. No violations were cited, and the reports were signed by the facility representative.
A similar unannounced annual inspection on 10 17 2022 repeated the same findings: the home was inspected by LPA Jason Lund, census matched capacity (four residents), and all safety, health, and environmental requirements were met. The reports again recorded no deficiencies.
In a 11 03 2023 inspection, however, the facility was found to exceed its licensed capacity—six residents were in place while the licensed capacity remained at four. An advisory note was issued and documentation of a new fire clearance was provided. More critically, the inspection identified two regulatory deficiencies: the facility lacked required liability insurance, and the hot‑water temperature was recorded at 142 °F, well above the permissible 120 °F ceiling. LPA Kevin Gould documented these deficiencies and established plans of correction, requiring the procurement of liability insurance by 12 04 2023 and adjustment of hot‑water controls to maintain 105–120 °F, with a due date of 11 17 2023. The plan also noted the purchase of a digital thermometer to monitor temperature.
A subsequent proof‑of‑correction visit on 11 16 2023, conducted by LPA Jason Lund, confirmed that Sisters Assisted Living had addressed both deficiencies. Documentation of the corrected liability insurance and the new hot‑water controls was received, and the facility was cleared of the previously cited violations. Overall, the pattern of inspections shows consistent compliance, with the 2023 deficiencies resolved within the allotted corrective timeline, reaffirming the facility’s commitment to maintaining regulatory standards and resident safety.

Frequently Asked Questions
Several government programs offer financial assistance for senior housing in various countries, focusing on the United States for a broad overview:
- Medicaid: Medicaid is a state and federally funded program that can cover the costs of nursing home care for those who meet eligibility criteria, including income and asset limits. Some states also offer Medicaid waivers that help pay for home and community-based services to prevent or delay nursing home placement.
- Medicare: Medicare, primarily a health insurance program for people aged 65 and over, does not cover long-term housing costs. However, it can cover short-term stays in a skilled nursing facility under specific conditions following a hospital stay.
- Section 202 Supportive Housing for the Elderly Program: This program provides housing for low-income seniors. It offers rental assistance and access to supportive services, such as cleaning, cooking, and transportation.
- Low-Income Housing Tax Credit (LIHTC) Properties: While not a direct subsidy, LIHTC encourages developers to create affordable housing. Seniors with low incomes can find reduced-rent apartments through this program.
- State and Local Programs: Many states, counties, and cities offer their own programs to assist seniors with housing costs. These can include property tax relief programs, rental assistance programs, and programs that offer affordable senior housing options.
- Veterans Affairs (VA): The VA offers several programs for veterans, including the Aid and Attendance benefit, which provides monthly payments to veterans who require the aid of another person, or are housebound, to help cover the cost of care in homes, nursing homes, and assisted living facilities.
- Social Security: While Social Security primarily provides retirement income, for many seniors, these benefits are a crucial part of their budget, including housing costs.
