Covenant Living at the Samarkand is a 16‑acre residential care facility for the elderly that offers independent, assisted and memory‑care apartments. The California Department of Social Services (CCLD) conducted a series of unannounced inspections over the spring of 2022 and again in February 2023 to evaluate infection‑control practices and staffing compliance under the Community Care Licensing Division.

During the April 2022 visits, a licensing program analyst first noted that the facility had not completed required criminal‑record fingerprint clearances for several staff members, including employees who had been on the payroll for years and a worker whose employment had begun after an earlier disassociation. By the 2023 visit, Covenant Living’s operational practices aligned with CCLD standards, indicating sustained progress in resident safety and regulatory compliance.
