The facility’s administrator, Desiree Kitagawa, first met with the Licensing Program Analyst (LPA) Alfonso Iniguez on January 29 2024 for a COMP II interview. The applicant and administrator demonstrated knowledge of the Health and Safety Code and Title 22 regulations, and the analyst confirmed that the facility’s proposed operations, admission policies, staffing requirements, and emergency preparedness plans were compliant. No census data were present at that time.

A pre‑licensing inspection on April 3 2024 found the physical plant and systems—medication storage, fire clearance, and emergency exits—to be in full compliance.
