Because none of the allegations could be substantiated, the report concluded with the same outcome as the first: **unsubstantiated** and without cited deficiencies.
Overall, both investigations reveal a pattern of thorough, unannounced assessments that consistently found no clear evidence of non‑compliance or neglect. While residents and staff expressed confidence in the facility’s operations, the complaints highlighted the importance of ongoing monitoring and documentation to maintain safety and care standards. The Department’s findings underscore that, even when serious allegations are raised, rigorous evidence collection is essential to determine whether regulatory standards have been violated.
