On May 2, 2025, a Licensing Program Analyst from the California Department of Social Services Community Care Licensing Division conducted an announced pre‑licensing inspection of Silverado Rolling Hills, a 68‑bed Residential Care Facility for the Elderly located at 2455 Pacific Coast Hwy, Torrance, CA. The visit, led by Administrator Taylor Giunto and Administrator Trainee Christina Hale, aimed to evaluate the facility’s readiness for licensing and review the Change of Ownership application filed on July 9, 2024. The evaluator, Wendy Gibbs, observed all major aspects of the two‑story building—lobby, activity areas, dining rooms, kitchens, resident rooms, and common spaces—and verified that the property had recently obtained a fire clearance on March 15, 2025.

During the inspection, every resident room was clean, well furnished, and equipped with required linens, lighting, and privacy. The industrial kitchen met sanitation standards, with all appliances functional and food supplies properly labeled and stored at correct temperatures. Common rooms, dining areas, and activity spaces provided ample seating, appropriate exercise equipment, and a posted schedule of activities. Staff and resident files were securely stored in locked cabinets, medications were kept in locked carts in each floor’s medication room, and first aid supplies were readily available. External walkways, patio, and exit gates were clear of obstructions, and all windows, screens, and blinds were in good repair. Safety systems—including smoke and carbon monoxide detectors, fire extinguishers, fire doors, emergency lighting, and a generator—were tested and found to be operational. The facility’s Emergency and Disaster Plan had been updated on August 1, 2024, and the Torrance Fire Department’s recent inspection on March 13, 2025, had been satisfied.

No deficiencies were cited by the evaluator; all observed elements complied with applicable licensing standards and regulations. Consequently, Silverado Rolling Hills received a clean pre‑licensing report, and no corrective action is required at this time. The facility is positioned to proceed with its licensing process and upcoming ownership transition, having demonstrated consistent adherence to health, safety, and care standards throughout the inspection.
