Staffing is structurally misaligned: registered nurses provide 39 minutes per resident daily (50% above state), but certified nursing aides deliver just 11 minutes per day, 91% below the state average of 2 hours 1 minute. Weekend total nursing care plummets to 1h 17m daily, 57% below state.
